History

Function
Riggs Hall was the second of four Lakeside Residence Halls that opened between 1956 and 1961. Following a $10 million renovation in 2007, Riggs was the second of the Lakeside halls to be renovated, following Johnson Hall in 2003. The cornerstone for the building was laid in 1930 by Franklin D. Roosevelt when he was the governor of New York.

Namesake
Riggs Hall was named after James G. Riggs, the third principal of Oswego’s normal school, serving 1913-1933. During his time as president of the school, Riggs planted maple trees along Washington Boulevard, each named for a former student who died in World War I, and started the first regular summer school at Oswego.
