The 2023 Productivity Enhancement Program (PEP) allows eligible employees represented by the Civil Service Employees Association (CSEA) and United University Professions (UUP) to exchange vacation leave for a credit to be applied toward their health insurance premium. The enrollment period for the 2023 calendar year is open through Monday, Dec. 12, 2022.

For those who enroll, the PEP Credit will be applied to biweekly paychecks issued between Jan. 1 and Dec. 31 in 2023.

For CSEA members

For CSEA members, full employees in Salary Grades (SG) 1-17 who meet eligibility requirements will forfeit either four days for up to a $800 annual health insurance credit (will receive a bi-weekly credit of $30.77) or eight days for up to a $1,600 annual health insurance credit (will receive a bi-weekly credit of $61.54).

Full-time employees in SG 18-24 who meet eligibility requirements will forfeit either 2.5 days for up to a $750 annual health insurance credit (will receive a bi-weekly credit of $28.85) or five days for up to a $1,500 annual health insurance credit (will receive a bi-weekly credit of $57.69). The days will be deducted from your accrued balance at the time of enrollment.

Part-time CSEA annual salaried employees who meet the eligibility requirements will be eligible to participate on a prorated basis in accordance with their payroll percentage.

The following are the criteria for CSEA eligibility for enrollment in the PEP program.

  • For CSEA-represented employees, be a classified or unclassified service employee in the executive branch in a title at Salary Grade 24 or below.
  • Have a minimum combined balance of annual and personal leave of at least eight days after making the forfeiture; and
  • Be a NYSHIP enrollee in either the Empire Plan or an HMO at the time of enrollment.

For UUP members

For UUP members, eligible full-time employees with a salary of $72,366 and below who enroll in PEP for the 2023 plan year will forfeit a total of three days of vacation leave in return for a credit of up to $600 or six days of leave for a credit of $1,200 to be applied toward the employee share of NYSHIP premiums.

Additionally, eligible full-time employees earning more than $72,366 and below $103,413 who enroll in PEP for the 2023 plan year will forfeit a total of two days of vacation leave in return for a credit of up to $600 or four days of vacation leave for a credit of $1200 to be applied toward the employee share of the NYSHIP premium.

Employees who forfeit two or three days will receive a biweekly credit of $23.08 and employees who forfeit four or six days will receive a credit of $46.15. The vacation leave days will be deducted from your accrual balances at the time of enrollment.

Part-time annual-salaried UUP employees who meet these eligibility requirements will be eligible to participate on a prorated basis in accordance with their payroll percentage.

The following are the criteria for UUP eligibility for enrollment in the PEP program:

  • Be employed on a calendar year or college year basis;
  • Be a full-time employee with an annual salary below $103,413 OR part-time employee with an annual full-time equivalent salary below $103,413;
  • Be an employee covered by the 2016-22 New York State/UUP Collective Bargaining Agreement;
  • Be a NYSHIP enrollee in either the Empire Plan or an HMO; Be eligible to receive an employer contribution toward NYSHIP premiums (or be on leave without pay from a position in which the employee is normally eligible for an employer share contribution toward NYSHIP premiums); and
  • Have a sufficient vacation leave balance to make the full leave forfeiture without bringing their vacation leave balance below eight days or a prorated balance for part-time employees respectively.
