Google's Transition Timeline for Classic Google Sites
Last year, Google Sites defaulted to its new site creation interface over the older “Classic” sites version.
Google has provided the following timeline for the transition from Classic Sites to the new one:

May 2021 - No new websites can be created with the Classic interface.

December 2021 - Editing of any pages created in Classic sites will be disabled.

January 2022 - When users try to visit a classic site, they won’t see the website content. The remaining classic sites are automatically downloaded as an HTML file, saved to the site owner’s drive (in Google Drive), and replaced with a draft new site for site owners to review and publish.
If you have a Google Site you would like to keep that was created with the classic interface, you must transition it to the new Google Sites. Documentation on how to convert your classic site to the new interface can be found in this Google help article.
