UUP Professional Permanent Appointment Recommendation Process

Permanent Appointment Eligibility Requirements

(Policies of the Board of Trustees, Article XI, Title C)

  • A professional employee who serves in a professional title that is eligible for permanent appointment who has completed seven (7) consecutive years of full-time service as a professional employee at SUNY Oswego, the last two (2) years of which have been in that professional title.
  • In computing consecutive years of service, periods of leave of absence at full salary and periods of full-time service in probationary or temporary appointments shall be included; periods of leave of absence at partial salary or without salary and periods of part-time service shall not be included but shall not be deemed an interruption of consecutive service.

Steps:

  1. Supervisor needs to start the process about 3 months or more prior to the end of the employees’ current term. Supervisor needs to meet with the employee to review evaluation and recommendation for permanent appointment. Supervisor needs to also complete employees’ performance program for the upcoming year.
  2. The evaluation (noting the recommendation for permanent appointment) and performance program must be sent to the next level supervisor for review. On the evaluation the evaluator’s supervisor must check their recommendation and sign. Once all documents are fully signed the employee must receive a copy of both the evaluation and performance program and all completed documents must be sent to HR for processing.
  3. Once HR receives all documents, the appropriate paperwork will be completed along with a letter addressed to the employee stating they are being recommended for permanent appointment to the President’s Office for review and signature. Once approved and signed, all documents will be sent back to HR. HR will send the employee the letter through Hirezon/Interview Exchange and email the other paperwork to SUNY to be reviewed and approved by the Chancellor.
  4. If the Chancellor approves the recommendation, an official approved letter of permanent appointment will be sent to the President’s Office. The President’s Office will send the letter to the employee. The employee will sign the letter and return to the President’s Office.
  5. The President’s Office will give the signed letter to HR and HR will process it in the HR system and file all appropriate documents in the employees personnel file.
