Participants in the SUNY Optional Retirement Program (ORP) and/or the SUNY 403b and/or the NYS Deferred Comp. Plan 457(b) plan may invest with any one or a combination of the currently Authorized Investment Providers- SUNY Voluntary Savings Plan.

Department of Civil Service is alerting you that the following examination announcements have been updated and added to our public website.

When filing your online application, please be advised that technical assistance is available Monday – Friday from 8:00 a.m. to 5:00 p.m.

In compliance with federal law, new benefit cards reflecting updated out-of-pocket costs for the 2023 plan year are being mailed to all Empire Plan enrollees. Your new card(s) should arrive before the end of December. You may begin using them upon receipt and no action is needed to activate them. Please be sure to securely destroy your old card(s). Contact your Health Benefits Administrator if you have questions.

As previously communicated, the SUNY telecommuting policy issued on August 2, 2021 is set to expire on December 31, 2022. This policy has been extended through June 30, 2023 (PEF extended through March 31, 2023) with no other changes.

At this time, any existing previously approved telecommuting arrangements will continue as-is. Should there be a change to your approved telecommuting agreement, you will be notified directly by Human Resources. Employees with existing approved agreements are not required to re-apply at this time.

During negotiations for the 2016-2022 State/UUP Agreement, the parties agreed to develop guidelines and a methodology for a salary equity study to be conducted at each campus. The purpose of such study is to identify compression and inversion for UUP-represented employees. Salary inversion may exist when new employees are hired at salaries higher than experienced employees; compression may exist when salaries of experienced employees fail to maintain distance above salaries of new employees.

A State/SUNY/UUP executive-level committee developed guidelines and a methodology to analyze and identify the extent of salary compression and inversion, and the adopted guidelines and methodology have been utilized at SUNY Oswego. 

We have received notice that the health insurance rates for 2023 have been established. The deadline for changing health insurance options is December 30, 2022.

The Minimum Wage for student assistant employees will increase from $13.20 to $14.20 per hour, effective December 22, 2022.

All student assistant employees currently paid below $14.20 will receive an automatic wage increase to the new minimum and no action is necessary. For any other hourly rate changes for Student Assistant Employees, a Student Assistant Appointment form will need to be completed and submitted to the Payroll Office.

The Operational Services Unit (OSU) clothing allowance is back for fiscal year 2022-2023. The payment to individuals is limited to $65.00 per fiscal year, for each full-time OSU employee performing traditional “hands-on” operational duties and who were on the payroll on October 1, 2022.
Employees on approved leave status, including employees on Workers’ Compensation Leave, on the eligibility payroll date, and who otherwise satisfy the eligibility criteria, are entitled to the allowance upon their return to duty as long as the return date does not exceed beyond March 31, 2023.

The State University of New York (“SUNY”) provides employees with the opportunity to save for their retirement through the SUNY Voluntary 403(b) Savings Plan (the “Plan”). Participation in the SUNY Voluntary Savings Plan is a great way to build your retirement savings through pre-tax and/or post-tax payroll deduction contributions.

Whether you want to enroll in the plan for the first time, or you are already enrolled but wish to change the amount of your deferral, you can do so through the SUNY online enrollment and management system at www.retirementatwork.org/suny.
